Azerbaijan plans new fines for public services and telecom quality violations

In short

A draft amendment to Azerbaijan’s Criminal and Administrative Offences Codes introduces new fines for poor telecom service quality, public service failures, and retaliation against corruption whistleblowers.

Under the draft document, officials who fail to meet set quality standards for telecommunications services would face a fine of 500 manats, while legal entities would be fined 1000 manats. Repeat violations within a year would raise these fines to 1000 and 2000 manats respectively.

Retaliation against a person who reports corruption—such as dismissal, illegal salary deductions, or blocking career advancement—would carry a fine of 3000–5000 manats.

Violations in the provision of public services would result in fines ranging from 250 to 1050 manats for officials. Failure to provide electronic payment options would lead to a fine of 450–550 manats, while failing to inform citizens about grounds for service refusal and their right to complain would cost 650–750 manats.

Failing to provide proper conditions or mobile services for people with disabilities could result in a fine of 750–850 manats. Officials who fail to submit annual environmental monitoring reports on time would be fined 3000 manats, and legal entities 8000 manats.

Unjustified refusal to provide free legal aid would lead to fines of 100–200 manats for individuals, 200–300 manats for officials, and 300–400 manats for legal entities. This rule does not apply to those offering pro bono legal services.
